Because the proximal His is bound to the Fe, it moves also, causing the helix in which it is found to move. (Based on 2hhb.pdb, C. Fronticelli, unpublished and 1 hho.pdb, B. Shaana, J. Mol. Biol. 17 31 (1984)).
